Mr. Clarke earned a bachelor’s degree in Civil Engineering from Virginia Tech in Blacksburg, Virginia. Mr. Clarke has over 30 years of experience in the construction industry, including 6 years at Kenbridge Construction while in school before founding MEB General Contractors in 1982. In addition to his duties as president of MEB, he works closely with project managers to ensure quality control and adherence to project schedules. Mr. Clarke also believes in service and giving back to the community, giving of his time, finances and resources to local charities such as; Chesapeake Bay Foundation, Beach Park and Playground for EveryBODY at Grommet Island, JT Walk and “Grom-bulance – the Kid Friendly Pediatric ICU On Wheels for the Children of the King’s Daughter.

Senior Vice President

Mr. Olmstead is a graduate of Virginia Tech and began working at MEB in 1982 performing as a quality control representative on contracts for the Navy and Corp of Engineers. He was promoted into project management in 1989 and became Vice President for MEB in 1994. His current duties include the oversight of project managers, estimating, scheduling, and strategic planning for MEB’s goals, management, administration and protocol. Mr. Olmstead has extensive experience in municipal, commercial, industrial, and specialty construction. Mr. Olmstead is a past district president for the Associated General Contractors of Virginia. With over 31 years of construction related experience, Mr. Olmstead brings a breadth of knowledge to the MEB Senior Management Staff.

Vice PresidentMr. Ervin is a graduate of the Building Construction Program at Virginia Tech. With over 20 years of experience, he specializes in water and wastewater treatment plants as well as facility expansions for industry clients. Mr. Ervin has expansive executive experience in completion of Fast Track Design/Build projects. Previous projects have been completed for Smithfield Foods, Norfolk Southern, Philip Morris, BFI Industries, Carter/CAT Machinery, HRSD, United States Navy, and the Army Corps of Engineers.

Vice President

Mr. Blowe attended the University of North Carolina at Chapel Hill and joined MEB in 1985. With over 28 years of experience, Mr. Blowe’s duties include serving in the capacity of Vice President, Project Manager and Estimator. Negotiating commercial design build, pre-engineered metal buildings and military construction projects are his specialties. His awards include "Best Retrofit Building" for the Eastern Region from CECO Buildings Division in 1989 for the Allied Colloids Works II, Suffolk, Virginia. Mr. Blowe also manages and oversees MEB’s Equipment Division which includes heavy equipment, company vehicle fleet, full service mechanical shop and small tools department.

Vice President
Mr. Keplinger has a Bachelor of Architecture degree from Virginia Tech and practiced architecture in New York City and Richmond before relocating to the Hampton Roads region in 1999. This professional experience helps with regard to developing, maintaining and coordinating relationships between the various owners, architects and consultants that MEB works with on a variety of diverse projects. Mr. Keplinger is extremely active in community and professional organizations and currently serves on the executive committee of the Virginia Society of the American Institute of Architects (VSAIA). He is a past president of the Hampton Roads Chapter of the Design Build Institute of America (DBIA) and serves or has served as a board member for the Hampton Roads Association of Commercial Real Estate (HRACRE), HR District Council of the Urban Land Institute (ULI), AIA Hampton Roads Chapter, Chesapeake Chamber of Commerce, Virginia Beach Vision, as well as numerous positions for St. Gregory the Great Catholic Church and school.

Vice President, Fueling Systems
Mr. Schwartz is a graduate of Old Dominion University where he obtained a Bachelor’s Degree in Mechanical Engineering Technology. With over 22 years of experience in project management for the general and mechanical contracting, focusing primarily on process piping systems for the military, power, water and wastewater industry. Mr. Schwartz also has experience in the planning and execution of facility shutdowns and outages with the minimal effect on the owner. Mr. Schwartz oversees MEB’s Fueling Systems Division, which has become a national leader in fueling systems construction.
